Matthew Clayton, CEO di Thrive Renewables, illustra come l'energia verde a livello comunitario possa rafforzare la resilienza contro gli shock dei prezzi dei combustibili fossili.

Il conflitto con l'Iran è un crudo promemoria di una dura verità: quando i mercati globali dei combustibili fossili vengono scossi da eventi geopolitici, i consumatori britannici ne pagano il prezzo. Si stima che le prolungate interruzioni delle forniture di gas causate dal conflitto potrebbero comportare bollette energetiche per le famiglie fino a 2.500 sterline all'anno, con un triplicamento dei prezzi del gas all'ingrosso. 

Purtroppo, ci siamo già passati. Quattro anni fa, la crisi dei prezzi dell'energia, scatenata dall'invasione russa dell'Ucraina, ha costretto i consumatori britannici a sborsare cifre esorbitanti per non rimanere senza luce. Ha inoltre indotto il governo a spendere 50 miliardi di sterline per sostenere le famiglie, con un doppio colpo per i contribuenti.

Negli ultimi dieci anni, i consumatori britannici hanno già dovuto affrontare almeno altri sette importanti aumenti del prezzo del gas. Se non cambiamo rotta ora, le famiglie saranno costrette a subirli ripetutamente, con bollette energetiche dettate dalle azioni di pochi attori politici.

Prendere il controllo della nostra energia

In risposta a quest'ultima crisi energetica globale, alcuni politici hanno chiesto al governo di estrarre più gas a livello nazionale. Tuttavia, questo approccio esporrebbe maggiormente i consumatori britannici agli aumenti di prezzo, poiché i prezzi del gas sono legati alla volatilità dei mercati globali, indipendentemente dal luogo di produzione.

Pertanto, risulta che estrarre ulteriori combustibili fossili non sia una soluzione adeguata alle sfide poste dalla nostra dipendenza da essi.

Fortunatamente, esiste una soluzione alternativa e collaudata che punta tutto sulla produzione britannica: l'utilizzo di energia pulita di produzione nazionale. L'energia eolica e solare onshore sono oggi le forme di generazione di elettricità più economiche ed, a differenza del gas, non sono soggette alle fluttuazioni dei mercati internazionali.

La domanda a cui il governo britannico deve ora rispondere è se è disposto ad utilizzare tutti gli strumenti a sua disposizione per raggiungere il suo obiettivo in materia di energia pulita.

Trasformare la Gran Bretagna in una superpotenza dell'energia pulita.

Il raggiungimento di questa ambiziosa missione richiederà nuovi approcci allo sviluppo dei progetti, e l'energia comunitaria deve essere un elemento essenziale di tale piano.

Consentire alle comunità di possedere (o detenere una quota di proprietà) di impianti di energia pulita nelle proprie aree locali offre sia a loro che al Regno Unito un maggiore controllo di fronte alle crisi globali, contribuendo a proteggere dalle fluttuazioni dei prezzi ed a ridurre le bollette. Assicurando che le comunità che ospitano i progetti ne traggano un beneficio diretto, gli sviluppatori possono inoltre ottenere sostegno per nuovi progetti e, di conseguenza, accelerare la transizione verso l'energia pulita.

Ecco perché il Piano Energetico Locale del Governo è così importante. Impegnandosi a stanziare fino a 1 miliardo di sterline per progetti di proprietà locale, invia un segnale chiaro sull'importanza dell'energia comunitaria per la missione di diventare una superpotenza dell'energia pulita.

Ma il solo sostegno pubblico non basta. Se vogliamo liberare tutto il potenziale dell'energia comunitaria, abbiamo bisogno anche di modelli di finanziamento che siano all'altezza delle ambizioni delle comunità locali.

Colmare il divario di finanziamento

I tradizionali canali di finanziamento non sono sempre adatti ai progetti di sviluppo a gestione locale, poiché le comunità spesso necessitano di finanziamenti flessibili che rispecchino le loro specifiche esigenze. Fortunatamente, esistono approcci alternativi e collaudati.

Ad esempio, laddove le comunità siano pronte e disposte ad assumere un ruolo guida, dovremmo incoraggiare la proprietà comunitaria al 100% attraverso finanziamenti destinati specificamente a quel progetto. Se una struttura di proprietà condivisa è più adatta ad una determinata comunità, dovremmo sostenere tale sviluppo adattando il finanziamento di conseguenza.

Abbiamo già visto cosa possono realizzare questi approcci in tutto il Regno Unito. Thrive Renewables ha investito 4 milioni di sterline nella costruzione della turbina Ambition Community Energy, la più grande turbina eolica onshore d'Inghilterra, a Bristol. Costruita in una delle aree più svantaggiate del paese, questo progetto, di proprietà al 100% della comunità, produce energia elettrica sufficiente ad alimentare circa 3.000 abitazioni. Cosa fondamentale, genera anche 100.000 sterline all'anno per la comunità locale.

In Scozia, la turbina di Kilbirnie dimostra l'applicazione dello stesso principio. Lì, tutti i profitti derivanti dalla vendita di energia elettrica vengono destinati all'occupazione ed ad opportunità di trasporto sostenibile per la popolazione locale.

Nel loro insieme, questi progetti incarnano un futuro più luminoso per il Regno Unito: maggiore protezione contro la volatilità dei mercati globali del gas, energia più economica, economie locali più forti e comunità con un interesse concreto nella transizione della Gran Bretagna verso l'energia pulita.

Costruire una Gran Bretagna migliore

Ogni aumento dei prezzi dei combustibili fossili negli ultimi dieci anni ha messo in luce le stesse vulnerabilità per il Regno Unito. Troppo spesso, inoltre, ha portato la Gran Bretagna a raddoppiare la dipendenza dai combustibili fossili.

Se la definizione di follia è fare sempre la stessa cosa aspettandosi risultati diversi, allora è giunto il momento di porre fine a questa pazzia e trovare una nuova strada. Insieme, possiamo liberare il potenziale delle soluzioni locali e sfuggire alle crisi energetiche globali.

The Iran conflict is a stark reminder of a hard truth: when global fossil fuel markets are shaken by geopolitical events, British consumers pay the price. Prolonged disruption to gas supplies caused by the conflict could reportedly see households face energy bills as high as £2,500 a year, as wholesale gas prices treble. 

Sadly, we have been here before. Four years ago, the energy price crisis brought about by Russia’s invasion of Ukraine resulted in UK billpayers forking out eye-watering sums to keep the lights on. It also led to the Government spending £50 billion to support households, meaning a double hit for taxpayers.

British billpayers have already faced at least seven other major gas price hikes in the past ten years. Unless we change course now, households will be forced to endure them time and again, with energy bills dictated by the actions of a few political actors.

Taking control of our energy

In response to this latest global energy crisis, some politicians have called on the government to drill for more gas at home. However, this approach would leave UK billpayers more exposed to price hikes, as gas prices are tied to volatile global gas markets, regardless of where it is produced.

So, it turns out that extracting more fossil fuels is not a fitting solution to the challenges brought about by our reliance on them.

Fortunately, there is an alternative, proven solution that doubles down on British production: deploying homegrown clean power. Onshore wind and solar are the cheapest forms of electricity generation today and, unlike gas, they are not at the mercy of international markets.

The question the British Government now needs to answer is whether it is willing to use all the tools in its arsenal to achieve its clean energy mission?

Making Britain a clean energy superpower

Achieving this ambitious mission will require new approaches to developing projects, and community energy must be an essential element of that plan.

Empowering communities to own (or part-own) clean energy developments in their local area affords both them and the UK greater control in the face of global crises, with this additional power helping protect against price hikes and cut bills. By ensuring the communities that host projects directly benefit from them, developers can also build support for new projects and thus, accelerate the transition to clean energy.

That is why the Government’s Local Power Plan is so important. By pledging up to £1 billion to locally owned projects, it sends a clear signal about the importance of community energy to the Clean Energy Superpower mission.

But public backing alone is not enough. If we want to unlock the full power of community energy, we also need funding models that can match the ambitions of local people.

Closing the funding gap

Traditional financing routes are not always suitable for locally owned developments as communities often need flexible funding that reflects their specific circumstances. Luckily, alternative, proven approaches exist.

For example, where communities are ready and willing to lead from the front, we should encourage 100 per cent community ownership via funding designed for that specific project. If a shared ownership structure is more fitting for a specific community, we should support that development by tailoring the financing to it.

We have already seen what these approaches can achieve across the UK. Thrive Renewables invested £4 million into the construction of the Ambition Community Energy turbine, England’s largest onshore wind turbine, in Bristol. Built in one of the country’s most deprived areas, this 100 per cent community owned project produces enough electricity to power around 3,000 homes. Crucially, it also generates £100,000 a year for the local community.

In Scotland, the Kilbirnie turbine shows the same principle in action. There, all profits from electricity sales are being directed towards employment and sustainable transport opportunities for local people.

Taken together, these projects embody a brighter future for the UK: greater protection against volatile global gas markets, cheaper energy, stronger local economies, and communities with a meaningful stake in Britain’s transition to clean energy.

Building a better Britain

Every fossil fuel price hike of the past ten years has exposed the same vulnerabilities for the UK. Too often they have also resulted in Britain doubling down on fossil fuels.

If the definition of insanity is doing the same thing over and over again and expecting different results - the time has come to stop the madness and find a new way forward. Together, we can unlock the power of local solutions and free ourselves from global energy crises.
